However most people don't live downtown and probably don't want to be forced to drive downtown for such amenities. Traffic and parking are always more difficult downtown than other parts of the city.

I've never understood the vertical panels. To me they always look awkward and not very appealing. Wonder if it's just me though as I tend to see them a lot more now, and it is experienced professionals in their field that design these.
It's a nice sentiment, and there is absolutely merit to it. However limiting such things only in Edmonton just leads to surrounding communities and counties picking up the lack of supply. Without a regional solution, there is risk of the policy being highly ineffective in its goals.

Based on what exactly? During the day it seems fine I guess. After 5:30pm or on weekends it's usually extremely difficult to find street parking within the area.
It's not a gravel lot. Also with all the bike lanes and new developments lately, it's really difficult to find street parking here lately. That lot will be missed a lot by those in the neighborhood. Price of progress I guess, and it's nice to see a new proposal for this lot.
