That's insane... but they couldn't have made the harness rail at least semi appealing? Looks so tacky.

Defaced? Yes it takes away from the overall look of it.. up close! But from afar you wouldn't even notice it.
Besides, do you consider the Sydney Harbour Bridge to be defaced because people can walk along the span?

It's the most visible landmark in the city. Every day, hundreds of thousands of people see it from virtually every angle possible, from high-rise buildings to the daily aerial footage from local news helicopters. People photograph it every day, many with cameras with good zoom capabilities. Currently, I'm out of town so I'll reserve judgment until I get back, but these changes are hardly trivial.
