If they stuck with all white and another color for accent, this would go from a 4/10 to a 7/10. It has the makings of a solid boutique project, but the colors are dragging it down.
You forgot the #1 rule in developing affordable housing : Poor people need bright, primary colours to sleep comfortably at night. The more primary colours, the better. Make the apartments look like a smaller Children's hospital.
