Everyone learned lessons from the last process. Perhaps CSEC even learned some humility--that CMLC wasn't screwing them and that CSEC didn't have an extra ordinary ability to execute a capital project.

So the province is going to kick in money now? Not sure why Smith would be there otherwise.

Design will probably just be tweaked with a 3rd party stepping in to help cover costs.

I'm gonna guess it's the same design from back in 2021 and that they're essentially going to break ground right away now that they have a new agreement. It's way easier to go with the existing design rather then pay for a redesign that will delay the project for another year.
