20 years is decent for that kind of money, and for a municipal government, 30 to 30 years is fine. People have to keep in mind, that it is a lot of money.
That is indeed the plan, but they will have turning lanes, so it won't be like it is rush hour where there's only one lane south, and some dimwit is holding everyone up by trying to make a left hand turn.
According to this Herald Article council is having some sticker shock over the debt financing costs of building the Greenline. More delays and/or value engineering could be on the way sadly.
I'm totally ok if they phase the project in. I'd rather they do a good job slowly rather than a regrettable job to meet some unnecessary internal timeline.
