To me this seems delayed. The excavation looks nearly complete with very little action in the past week (snow is undisturbed) yet no crane is installed. The other sites in the excavation process have crane bases installed and cranes set up before the excavation is completed. They get the location of the crane base dug out first then finish the rest for efficiency

I was thinking the same thing inbuilt. Looks to me like a bit of a stall.
