The MGA requires all land to provide 10% as municipal reserve upon subdivision, so there is that option. Or, we could designate it as part space, but we just need to be ready to pay, as per a recent SCC decision:

Went for a float down the Bow yesterday, and I was surprised at how much garbage I saw in the water. Mostly looked like batt insulation, wonder if someone was dumping construction debris. Really hope not.
