As a participant in recent engagement activities on the proposed Centre City Temporary Parking Program, you’re invited to a follow-up information session to learn what changes were made in response to feedback received.

Three engagement sessions were held on August 20, 22, and 26, 2024 to hear your thoughts on the proposed program. An Engaged Edmonton webpage also collected feedback from August 6 - 26, 2024. Thank you to all participants who contributed!
City Administration is summarizing your feedback into a What We Heard Report which will be shared with this email list prior to the information session.
During the information session, City Administration will provide a brief presentation followed by a question and answer period.
Purpose of the Information Session:

  • Learn what changes were made in response to feedback
  • Learn what to expect during the development permit process if you choose to apply
  • Learn about next steps

What is the Centre City Temporary Parking Program?
The City is creating a program for owners and operators of standalone surface parking lots existing as of January 1, 2024 within Centre City (see attached map) to obtain a temporary development permit. Site enhancements, such as landscaping and barrier-free parking, would be required to obtain a permit.
This approach is intended to balance parking availability in the core with the long-term goal of a dense, vibrant downtown. No new parking lots will be created through this program.
Parking lots without valid permits that do not seek temporary permits through this time-limited program would be subject to enforcement.
Proposed Regulations
The program proposes a Zoning Bylaw text amendment to add a new Centre City Temporary Parking Use which includes the following required improvements to enhance the appearance and safety of surface parking lots:

  • Minimum setback requirements
  • Landscaping, trees, shrubs, planting beds
  • Internal pathway requirements
  • Minimum drive aisle and parking space dimensions
  • Vehicle access requirements
  • Barrier-free parking spaces
  • Drainage improvements
  • Lighting improvements
The Centre City Temporary Parking Use will be added to the RM - Medium Scale Residential Zone, RL - Large Scale Residential Zone, MU - Mixed Use Zone, Downtown Special Area Zones, and five DC1 Zones.

Next Steps
The report, proposed rezoning bylaws and proposed text amendment bylaw will be presented at City Council Public Hearing on December 9, 2024. Members of the public may choose to participate at Public Hearings in person or remotely. Find more information about how to participate HERE.

Little known fact, Blue Plate Diner had originally looked to move into this former spot before heading to 124st.

So does downtown Red Deer and really almost any other city of any size in Canada. Edmonton's downtown retail is particularly pathetic for a city of our size.

We seem to have become accustomed to or satisfied with mediocrity over the years. But every one who visits from elsewhere notices and it is one reason it is not attractive for more people to live downtown.
 
What exactly is the silver bullet for that? We're seeing more residents, increased foot traffic from workers and students.

Foosh opening up in 104 could herald something more for smaller scale Whyte Ave retail but at the end of the day does someone need to just take a risk on downtown retail at this point?

A lot of money is being left on the table by potential retailers. Maybe Ice District is just priced too high, but the plaza CRUs being full would good for visitors and residents alike.

Downtown was completely packed at night all week. With hockey coming back, the CFR, people coming DT after the football game. I think we're past the days where good businesses struggle DT. Everything near the arena has been killing it in 2024.

Part of the issue is that online, WEM and most folks (at least in our building) drive to Kingsway or Whyte for things.

It needs some critical mass and that starts with ECC.
