Likely because the building permit for the 'rest' of the expansion was only submitted in early December and is under review.

From today. Very little work on the concert hall side. Mostly snow clearing. There is more work on the DEC side.

I am a bit confused from the position of Canada Place in this photo - or perhaps I did not realize there is a gap between two parts of the Winspear.
