I had fun over my lunch break trying to figure that out - my best guess is Richmond and York, looking northeast. Queen Street would be at the other end of those billboards.
Clues:
- three-way streetcar tracks at a four-way intersection (check - Richmond was two-way at that time)
- age and size of the factory in the background
- background - probably low-rise buildings of The Ward. Note the poles marking a dense network of streets behind. The metal tower in the background is likely on top of one of the Eaton's buildings behind [Old] City Hall.
- the Victory Bond car was probably making circuits of the downtown core on a publicity run
Bernard Cairns was at 134 Richmond St W according to Might’s Directory, 1943.
