Two things...it looks like management on the right, labourers on the left. Also by the coils of air hose is a diver’s “collar”. see example in photo.

Yes, good observation LPCI.
They'd certainly need a diver to assist with the placement of intake pipes on the lake-bed.

The original photos show a taken date of September 19, 1899, and make a slightly wider panorama.

1899 Toronto Lighthouse - Looking East by A Stitch in Time

Should be remembered that the Toronto Islands and Sunnyside Beach were (past tense) formed from the sand and silt eroded from the Scarborough Bluffs. Protecting the Scarborough Bluffs from erosion these days mean that human intervention is needed to keep the Islands from disappearing.
