I'm Dutch, and we did the same in Ijsselmeer. They are called "polders."The land is reclaimed from the lake by putting piles of dirt into the water and raising the level of the land. Unlike Holland, for example, where much of the country is actually below sea level and the water is kept out by dykes
I have even suggested the City do the following:
Tear down the Rogers Centre. Use the land to build a mix of condos, office towers and retail buildings.
In turn use the revenue raised from that to dry up land near Bishop airport, build a polder, and put the new Rogers Centre there.
That solves the problem of no space available to build a new stadium downtown and they wont have to build it around Ontario Place.
And you'd also essentially get the new stadium for free.
So Rogers Centre would go in red circle
