From a station like West Harbour that has about - what was it - 40 riders a day?
If you were talking about about a station in the middle somewhere, sure.As the saying goes if you build it they will cum. To that end Hamilton is a bustling town and will attract people to board the trains. It just lacks capacity to do permit more passengers sort of like a Line 1 train heading south when it hits Lawrence.

But how does a 10-car (12-car?) train starting at West Harbour have capacity constraints, when there seems to be only 10 passengers starting on some runs? Perhaps we are talking about different things?
It would have made more sense to have a train run from Oakville to Niagara stopping at West Harbour. That's if they wanted to stop there.
