8636 108th St NW in Garneau. I'm not exactly sure what the deal is—I didn't take a close look at the signage—but from searching around online, it looks to be a project called Holland House. By the looks of it, four townhomes with secondary suites?

If I'm not mistaken, it's two 8-unit complexes of two and one bedroom units - there's a second 8-unit complex behind what is pictured here - so 16 units in total.

I'm not sure if there's any room at the back for parking - so it may fall on public street space for those with vehicles or renting a spot nearby.
I suppose you may be able to get by without dedicated parking in this area, but in Edmonton a lot of people still have vehicles they use occasionally even if they use transit or get around in other ways.

Thanks for the correction—there are in fact two nearly identical buildings. I happened to be in the area again and took a few more pictures. The development permit sign says "2 multi-unit housing buildings — total of 8 dwellings each with 16 secondary suites." This was a little confusing—are there 8 main units per building with 16 secondary suites total, for a total of 32? The developer is listed as Battjes Developments.

I think the back part of the lot could fit five or six parking spaces.

St Albert Place Life cycle renovations are well underway. Asbestos remediation is ongoing. This should take about another year to complete.

Issues here that I've been told is that the Roof Top Air Handlers are going to be an issues since the replacements would be to heavy so they had to go custom.

But it is a Cardinal Design building and they are real tough to do any changes.
