I'll be the first to the 'The City' under the bus for any number of things, I do that here regularly, as you know.
But you're misreading the above, it doesn't show what you think.
Remember that chart is not Transportation's Capital Budget, its the 'unmet needs' portion.
Which means projects for which funding has not been found.
So you understand, anything in the current year budget will be funded, LOL; most of next year (which was 2024) will also be funded, because projects move forward in-year when others are delayed, so the priority is to allocate funds to stuff that's in the immediate offing.
After that, projects which are part of 'routine' funds say 'x' per year for sidewalk reconstruction are assumed to be funded through the City's property taxes and will show up as funded every year in the 10 year plan.
Then projects that start this year or next, but require to be funded to completion will show funding for each year of that project.
But major projects which have not started, and will not start this year or next, will tend to be partially or fully unfunded.
The revenues/debt to support them haven't yet been identified, or received.

Note, 2023 is really low because former Mayor Tory ordered City staff to balance the budget by deferring capital projects. The initial number was much higher.
But here you see there is more money being spent in 2024 than in any of 2025, 2026 or 2027 (in part to catch up for all the deferred work from 2023) .
There would be more spending if funds could be found for those 'unmet needs'
