The Burlington and Garden City (St. Catharines) Skyway both had tolls under the PC's. They promised to remove the tolls when the bridges were paid for - and they did.
Opposition to the tolls, and complaints about truck avoiding the tolls and taking local roads (Toronto take note) also played a part.

Sure, that's also the same PCs that actively funded both the capital and operating costs of transit during an expansionist phase of government - which is a little different from the user-fee/small state oriented Harris/Post-Harris-era PCs (which also downloaded the Toronto portion of the QEW to the city, ironically).

That download of a portion of QEW made sense - and it is the lower cost portion by far.

Either the provincial (inter-Regional) route is QEW-427-401 (the old Toronto By-Pass route from the 1950's) - in which case the download make sense, or
the provincial route is QEW-Gardiner-DVP-40x - in which case the entire thing should be uploaded.
That orphaned portion of QEW was a historical anomaly that made no sense.
 
If the PC's and NDP's are so against tolls, then upload both the Gardiner and Don Valley. Especially if the excuse is that 905ers will be using it. Currently, the 416ers pay for it through their property taxes.

Or the Province can just subsidize its operations. City of Toronto taxpayers have paid billions of dollars to build and maintain the Gardiner Expressway and DVP. Those taxpayers should retain ownership of those highways.
 
Politically this problem is easily solved. Just turn to the Cons/NDP and simply tell them that we have two options...........tolls on the Gardiner/DVP or you give us $2 or 3 billion and buy the highways off us , you maintain them, and you build the new Gardiner East. They'll both shut up fast enough.
 
If the Gardiner and the DVP were to be uploaded, then it would be designated QEW and Highway 404, respectively.

Allen Road would remain municipal.
 
I find it bizarre that many on here support highway tolls on existing highways as some kind of windfall for transit. These tolls only become necessary if the Gardiner Hybrid is built. It's a cosmetic improvement on the Gardiner that will maintain a wall between the city and the lake. Most of the tolls will be used to pay for this project. We already pay for city highways through taxes. This is double dipping to pay for a dubious, over-priced project that even the anti-car contingent on here seem resigned to. I can't fathom it. The Scarborough subway scheme is just as oblique.
