Architect Rafael Vinoly. It turns out this guy is also good at building additions to Beaux Arts museums. I wonder what we might have got if he had won the Renaissance ROM competition?
Slim to none I would say - the project is built on spec - and Foster's WTC 2 was going to be capped at ground level due to lack of demand. Besides, there is precious little space left on the site for a tower with WTC 1's footprint. The rendering suggests placement of an additional tower within the memorial site, which is an impossiblity.

The tower is 1,776 feet high. A reflection of the year of independence.
The only trouble is that most of the rest of world is metric. It'll be 541.3 m high. Doesn't mean anything to them.
That long marble wall is boring. It could have used some public art. Also, the way those arches just end at a blank wall seems abrupt. It suggests sophistication, but could have used more thought.
