how is this fact not known?? don't rehab facilities have the capability to drug test? how was his use not determined for sure, one way or the other?

kinda like that nature path / dealer meetup point that was already mentioned... what kind of rehab doesn't do something to change that?
 
Does Doug do any work for his own ward? Everything I hear about him in council is in regards to him defending Rob/Rob's position on something. And wow, does his voice get high and whiny.

Rehab works for people that want the help. They don't spend money and time chasing people who don't want to get sober. Rob was treating rehab like a summer camp,and other than kick him out, all they could do was isolate him, and keep him from screwing up other patient's recovery.
