Though it is only part of the 'problem' the City DOES have a Streetscape Manual https://www.toronto.ca/city-governm...delines/design-guidelines/streetscape-manual/ plus lots of Guidelines and Policies. Problem is that they seldom follow them themselves and never seem to make developers do so. The City can create all the Standards, Rules, By-Laws that it wants but if they are not enforced......

100% correct.

The guidelines in the manual are sometimes quite good; and sometimes really not. Either way, adherence is wildly inconsistent.

I saw bins like these in Ann Arbor years ago and marvelled at how well designed and tidy they seemed. I wonder why Toronto didn't copy/keep the raccoon design!

Now, we just need staff to regularly come by and empty the bins to complete the loop. There have been so many overflowing and never maintained trash cans this summer I could swear there was a garbage strike.
