Pretty much everything in this area was built when the height restrictions for the old airport were still in effect, so a lot of 12 to 15 storey buildings on this and the nearby streets.

It makes for a more interesting downtown to have more variety in height and now buildings can be built at a more suitable height for the area.
 
Probably harkens back to when this building was slated to be a condo (if it isn't still projected to be so) to offer different ceiling heights -- alternative amenities.
 
^There is usually no difference between ceiling heights regardless if the building will be rental or condo. In today's market finishing levels are basically the same - some condos will offer slightly higher-end finishes.
 
Once they pass the podium, the footplate of this size is roughly 1.5 weeks per floor. If need be, it could easily be done faster, but that will require well organized coordination and slightly more manpower.
