I still find it hard to believe that after all these years it still has not become a desirable place to develop for work, live, play, stay, etc.. The location is almost second to none—direct and close access to the river valley, transit, events (CWS, ECC and ID are basically all walkable), Downtown, MacEwan, U of A is a short train ride, and soon WEM will be minutes away by train. The views from anything substantial built here will likely be among the best in the city. Both Station Lands and Stadium Yards are seemingly killing it, having created developments in even less desirable locations (especially Station Lands), yet no one can see any viability in the Quarters?! I really don't get it.

Overly restrictive and prescriptive zoning; terrible access and internal circulation; unreasonable restrictions on municipal land sales; all combined with the same issues as the rest of the core (noting that in general we are starting to move past some of those but the quarters doesn’t have the same critical mass to build on) and a belief that people come to see pretty planters and paving.
 
Heck, if we still can't even build on a long empty lot on one of our very best locations on 101 Street and 102 Ave getting close to a decade now, how can we expect to be able to do anything in such a less desirable area?

Unfortunately, the problem really isn't only just the Quarters, it is a bigger downtown Edmonton one.
