I live in an another building just across from those ICE Condos ... and I see what goes on there everyday. Cops, firetrucks, paramedics always parked at the front; constant flow of AirBnB people on Uber. A traffic nightmare on the streets surrounding these buildings.
What is perplexing is that ... at AGM meetings these non-resident owners show up and pretend all is well. They have no appetite to address any of these issues - and Management company don't want to enforce the rules on books by risking the ire of the (non-resident) owners.
As you said, at some point, a direct intervention by an outside authority is what is needed to shake up the cycle.
