it seems that the plastic-wrapped materials are now being removed from the parking lot space that the city was renting from TTC... anybody know why they are being moved? no news about any zoning approval, so prob not for starting installation in the Cummer location

Expect they are being moved into cheap WAREHOUSE space somewhere in Exurban Ontario. Those CUMMER modules started to be pre-staged at that Parking-Lot in November 2021 - the plastic wrap is only supposed to provide "temporary" protection --- and it could be a year or more before they get used now, assuming that the neighbourhood groups proceed with their threats about an OLT appeal...

 
i feel completely the same way, dismayed by the fact that the municipal government messed this up so badly by violating the basic terms of the contract that they signed onto for receiving the federal funds - purchasing materials before obtaining zoning permission, who does that when the contract clearly stipulates it's a requirement for using the funds to build much needed solutions for homelessness? maybe those homes could have been built by now if Filion and city of toronto govt just followed the contractual and democratic processes they signed on for
 
Yes and no. While it's frustrating that the Cummer site has not yet started construction, I'm fine with the units themselves being purchased and sitting rather than not and awaiting future cost increases. Things, especially in development, don't get cheaper,

Every other RAPID HOUSING site in the City obtained their requested MZO within a few months of the request - every other Modular Housing site followed the SAME model as this one at Cummer, and had been successful.

City Council and Staff acted in "Good Faith" assumption on this site that the Minister would sign the requested MZO in Willowdale just like he did in East York or Scarborough-Centre... the "BLAME" on Cummer delays belongs with the RA's, their local MPP - and our just renewed Provincial Housing Minister.

Every other RAPID HOUSING site in the City obtained their requested MZO within a few months of the request - every other Modular Housing site followed the SAME model as this one at Cummer, and had been successful.

i'm confused by this, and appreciate if you can clarify when you compare to other Rapid Housing sites. in the contract for federal funds (linked in one of your own posts), it stated that zoning permission must be obtained before contracts were tendered and materials purchased. you mention "good faith", but does municipal govt have the power to just go ahead and do that on an assumption, when the federal contract clearly states the required process? why have that stipulation in the contract? ... question is, if you have any info, did the other Rapid Housing modular sites also tender/purchase before getting zoning permission? thanks for any possible clarification you can offer

All of the other RAPID HOUSING sites had "verbal commitments" on the MZO process - and City/Prov/Fed cooperation... all of those sites (both Hotel Conversions & Modular-Builds) used the same process. All was proceeding as planned until local MPP Stan Cho waded into the middle of the "usual" process...
