3 lines promised for the panam games. None have even been started. If this isn't a sign that too much bureacracy exists, I don't know what is.
Transit line? The only line promised in the bid book, is the Air-Rail link, which has been under construction for some time, is on-time, and is scheduled to be open before the games.

There's also a reference to Metrolinx putting "new stations in close proximity to sport venues for Athletics, Volleyball, Cycling (Track), Water Polo, Rowing and Canoe/Kayak (Sprint)." At that time Athletics, Volleyball, Cycling was in downtown Hamilton, with Rowing in St. Catharines, Canoe/Kayak in Welland, and Water Polo in Markham. This seems to be mostly a reference for the upcoming extension of Lakeshore West service from Aldershot to downtown Hamilton, which is also on schedule. They've also opened the seasonal stations in St. Catharines and Niagara Falls since the bid book came out. Perhaps Water Polo was an error, as it is close proximity to the long-existing Markham GO Station.

I'm not seeing anything that was promised that won't be delivered. They didn't even promise the Spadina subway extension would be completed (nor was it necessary, given that there were no events originally planned for York campus). There's other lines that had been planned before 2015, but were delayed by Premier Wynne back in 2010 while she was transport minister, but they were never promised for the games.

Some cultural notes:

-41 of Toronto's 69 subway stations will be redesigned for the games to reflect one of the nations competing.

This is Sheppard station and Bolivia (this is just a rendering likely to change).

-Boulevard of Nations at Pan Am park were 41 shipping containers will be located and designed to reflect the countries.

-Torch relay will begin in May 2015 from Mexico and it will last about 70 days. The torch will go to every part of this country not just Ontario. 41 of those days however will be in Ontario. Each of those days will be a recognition of one of the countries participating.

-3,000 torch bearers

PanAm Games mascot short list.

Among the final six cartoon-like characters that will contend for the honour: A rainbow-hued owl, a punk-rock porcupine, a beaver with a head shaped like a Maple Leaf, a moose in running shoes, a raccoon with a rainbow tail and dancing children in unusual hats.
 
Ivar Sisniega is familiar with the process, though he’s never been on this side of it before.

Two years ago Sisniega was the director of operations for the 2011 Pan American Games in Guadalajara, Mexico; now he’s the vice president of PASO (the Pan American Sports Organization) and a part of the Coordination Commission that spent two days in Toronto earlier this week to check up on the progress the city is making with the 2015 Pan Am Games just over two years away.

“They’re ahead of Guadalajara [and] they’re ahead of Rio 2007,” Sisniega said on a telephone interview earlier this week. “Construction is going at a very robust pace here and it’s on schedule and this makes us feel that many of the facilities will be finished a year before the Games . . . I’d say they’ve been better than past organizing committees and that has me feeling very positive after this week.”
