I think all the IOC requires is that games cost is guaranteed by the national government....not necessarily that the actual budgeted funds come from them.

So if the deal in Canada between Toronto/Ontario/Canada is that Toronto find some/most/all of the money themselves....the IOC won't care/intervene as long as the games and its budget is guaranteed by Canada.

Yes, the IOC requires that all levels of government agree to and guarantee the bid (including budget), and in this case the report states that any bid would be made based on the majority of funding coming from upper levels of government. From the report http://www.toronto.ca/legdocs/mmis/2014/ed/bgrd/backgroundfile-65721.pdf:

Key Assumptions:
► The host city is not a significant contributor of funds to any Games process. Rather, the host will contribute a fixed amount of cash and/or land for the building of venues or other sites used during the Games. The actual City contribution would be a matter of negotiation with the Provincial and Federal Governments. In the Illustrative Scenario above we have assumed that the City provides most of its contribution in the form of land. In any event, significant time will be required of City staff and related organizations should the Games go ahead;
► Theprovincialand/orfederalgovernmentistypicallythelargestsourceoffundsintermsofinfrastructureandsecurity spending. The actual quantum of Provincial and Federal funding will be dependent on a number of factors including the design of the venues, the security and transportation plans, the number of Pan Am 2015 venues which may be utilized and negotiation with the Federal/Provincial governments. The illustrative estimates above are based on reviews of past Games, EY’s experience in advising Olympic Committees, past reports on Olympic Games and 2020 Olympic games candidate plans;

Again, if this were the case why would people in Toronto reject the bid (based on cost at least)?

Because many believe the taxpayer always foots the entire bill. Then they constantly bring up the Montreal scenario saying Montreal is still paying it off meanwhile Montreal has paid them off sometime in 2006. But that Olympic disaster is on a whole different level that it's hard to imagine it would be repeated again..lol Anyways, I just think its ignorance. Most don't know the facts, they just repeat the negatives that the media has been feeding over the past decade.

I like how they added the little footnote about the athlete's village being included in the venues cost - so some politicians don't get confused again

From the comments I've read most citizens of this city believe the city will be footing the entire bill. They even think the $50 million cost to put the bid forward to the IOC will be paid by the taxpayers meanwhile it is stated that amount will be covered by corporate sponsorships. Anyways, it will be a tough feat to sell this to the citizens of this city. The amount of infrastructure projects that we would get out of this sells me plus the fact we would be on the world stage. The DRL and other crucial transportation projects that a lot of Torontonians complain about would likely be built in time for 2024 if the bid is successful. We will get a brand new stadium that could be used for the Argos (downscaled) or entice the NFL to finally take shop in Canada as we would finally have that crucial stadium in place. Waterfront development will be fast tracked. Toronto will be the home training ground for Summer sport bring in high performance athletes from across Canada and North America.

The question really is do we have a great chance to win 2024? It looks destined for Europe but North America is in a good position as well. The USA should be good competitors but could a city like Washington, Philadelphia or even Los Angeles (they last hosted in 1984, this would be their 3rd Olympics) beat Toronto?

The IOC seems more interested of staying clear of controversies than anything else. That's why they went for Japan since they were the safest bid. Russia's anti-gay laws and Brazilians showing how much their country is spending for games vs more pressing social matters is bad for their image. As for the states, remember how fast Chicago was dismissed for 2016 games? The Salt Lake City scandal is too fresh and I suspect them of staying clear of the US for awhile. Canada is just as (if not) safer choice than Japan.

I think the same can be assumed for FIFA when Canada will apply for the World cup

1-CONCACAF will be the most overdue territory to hold the cup tournament
2-Only Mexico, Canada and the US can organize them in CONCACAF
3-Mexico and USA already organized them in the past
4-Brazil being late on their stadiums, Russia anti-gay laws and Qatar using "slaves" (Barely joking) to build the infrastructure is a black eyes for FIFA which will likely try to go for a less controversial choice in 2026

What do you think of the Brazil riots?

It would be difficult for a country to have a World Cup and an Olympics within a span of two years these days and Brazil calls that order and progress.

It's hard not to agree with the Brazilians. Inflation and the cost of living is sharply increasing, middle class is getting poorer due to rent, grocery and public transit being more expensive while their healthcare and education programs are not improving. It's frustrating to them to see their government telling the world that Brazil is a world power and spending all those billions while they aren't improving the life of their citizens by improving education, healthcare and other social programs. Add to that list the fact that lots of people with low revenue were expropriated for the games and the cup while the new police force patrolling the favelas are know to be excessively violent. The last straw for them was public transit being more expensive.

I think Canada could organize both the Olympics and FIFA cup if the political will is there of course.

Toronto should bid on a late '20's Cricket World Cup. Cheaper to host and greater exposure in the emerging economic block.

Ordem e progresso:

That is the price of order and progress. Using much of the country's tax base to fund expensive stadia, hotels, conference centres, athlete's villages, as well as security makes order and progress an extremely expensive proposition. This proposition is so expensive that fares have to be raised substantially to pay for infrastructure expansion.

The vote on whether to continue with this bid takes place tomorrow. Does anyone have any insight on the Economic Development committee and what the possible outcome of this vote will be? I would really like to see this city bid for these games, but it looks Michael Thompson is pushing to end this all.

There we go

CP24‏@CP249m
The economic development committee has voted unanimously in favour of deferring any further study of a bid on the 2024 Summer Olympics.

Sweet Jesus, enough of this #$!@ already. I have to wonder what the little sycophant(s) who is obsessing on Toronto and Olympics bids would be doing now if Toronto had won the 1996 Olympics. They'd still be asking themselves what to do so the world will notice us, will like us, will admire us. Enough already.
Well, it only took us two years and two months to finally get to this point. What a needless distraction.
