Liability? If Ottawa can manage it on the Rideau surely we can manage it in one tiny little slip. And I don't think it would be so hard to pull off safely. If the slip isn't used anymore it could be backfilled to a shallower depth, or failing that they could sink a net or grating in the fall and then have the skating surface resting on top.
 
From the latest Waterfront Toronto report:

Waterfront Toronto, Hines, Tridel and the City have executed the Development Agreement and Agreement of Purchase and Sale allowing Tridel to launch the sales of units in Aquabella, the next planned residential building in Bayside. Sales have been brisk with over 75% of units being sold. Waterfront Toronto will close with Hines and Tridel on September 1, 2017, with construction planned to commence immediately thereafter.
 
There's virtually nothing left for sale in this and the other two developments Tridel's offering. Bit's a pieces. A huge sucess story for them and the City. From a toilet to tranquility in just a few short years.
