Per the Colliers post linked above by @emphurent , this is no longer an office complex — it's Life Sciences, meaning wet labs. The market for these types of spaces is very different, because the work requires specialized equipment — so it can't be done remotely. Relatedly, it's also a really high-demand market segment in Toronto, as explained in a couple of recent-ish articles in the Globe and Azure. (And it's really tough to retrofit buildings for wet labs.) So makes more sense to build on spec compared to offices. Having said that, still quite a surprise!
