Anyone know what the black panels are? I don't recall seeing anything like that on other projects.
 
My guess is its a water proof membrane for the foundation wall.

I shot the site tonight and not much has happen in the month I last shot it with the re-bar. Your photos are close to the ones I took.

I guess the re-bar workers are on holidays or a very small crew on site. I was expecting to see more in place with a section or 2 ready for concrete.

OH!! this Toronto Hydro Project and we know how slow they are in the first place.

Maybe there is something holding them back? Despite appearances, a lack of work on site is not generally because workers just decided not to show up. Usually there is an underlying issue - ie change orders, financing, lack of predecessor progress, material shortage etc.

If this site hasn't progresed much in a month, I doubt the reason is that the rodmen decided to take summer vacation.

Given that Toronto Hydro is involved ... well, I'm more inclined to believe that they are the cause of the delay, as opposed to the rodmen.
