From the existing EA report, you are correct. They'll need a new EA, or an update to the EA, to build any kind of additional station box for any kind of future DRL/Don Mills whatever.
The existing EA for Eglinton Crosstown shows a "Don Mills LRT" on the surface. Haven't seen any update. Therefore, if the existing plans say...
That's the only drawing I have seen as well.
I can't recall whether they have issued the contract for this Don Mills Station yet. If they have, they are idiots. Either they will pay a huge change order for adding the second lower platform, or they will let the Contractor finish and pay a huge amount extra to dig up the area again in 5 or 10 years.
