ok is that part midway up with the sod.. accessible? Like the first tier.. because it seems like a big waste of space to not be using otherwise..

maybe from phase 2! I dont see any access points either. Also is it really grass , esp on the north side ?
 
I believe that’s a “green roof” - designed to reduce the urban heat island effect, not be used as an accessible amenity space.
