Not sure why you assumed the angry face was directed towards you. Rather it was directed at the building, with which I agree with your "cheapening" comment.

Notice how the windows on the 3rd and 6th floors interrupt the horizontal pattern slightly? How hard is it to avoid that??

THIS PROJECT IS SO BAD.
 
What I don't understand is cheapening or not, it's no extra cost to actually match the white glass on the front with white faux brick on the side, the grey and tan sides to black and white front is super jarring, especially in person.

Honestly horrific.
