How confident are we regarding the PATH connection to Sugar Wharf? I think the chances of it happening are pretty low, considering by the time the infrastructure is ready to build the connection, Sugar Wharf will be long built with residents moved in, we'll come back to the same old question, who's going to pay for the construction bills...?

pretty confident - phase 2 of Sugar Wharf is still ~2 years from construction at minimum and One Yonge phase 2 with the PATH connection should happen in the next year or so given that they are launching sales next month. Timing should line up fine.

Yea, but Menkes needs to build the (3?) highrise towers west of Sugar Wharf to allow for a PATH connection to One Yonge, and that's probably 10 years later. I don't see how Menkes will come back to Sugar Wharf and spend tens of millions of $ on actually building the connection.
 
I am pretty confident it will be built as well. Sugar Wharf PATH Architectural Plan was submitted in September 2019 as well as CIBC PATH connection, north of 18 Yonge.

Sugar Wharf Phase 2 is the "3 high-rise towers west of Sugar Wharf" as you call them. It'll take a while, but not forever. In the meantime, the Phase 1 towers will connect underground to the 100 Queens Quay E tower with its new LCBO flagship and offices, as soon as it opens, so Menkes will be able to say they have a 2 block-PATH from day 1.

(Or maybe it's just an outdated plan since it suggests the connections are independent and not necessarily through One Yonge)

Anything is 'possible' but any PATH that links to the 'network' would need to pass over site of Phase 2 (plus the 1 Yonge complex) so making some sort of temporary PATH seems unlikely to me. Phase 2 is planned to start soon after Phase 1 and the 1 Yonge complex is underway. I suspect we will see a proper PATH link in 4-5 years.

Yeah this map isn't a particularly reliable source. It only shows the existing One Yonge development which is south of Harbour Street. The new One Yonge development Sugar Wharf will connect to the PATH through is on the North side of the Harbour Street extension. For some reason they've just chosen not to show it here, likely to avoid advertising a rival development or something like that. Plus there's no way they'd want to build the Phase 2 development around a PATH tunnel. Easier to wait until the whole project is done and have it connect then.
 
Agreed with @TossYourJacket: there is no chance that Phase 1 will connect to the whole PATH network until Phase 2 and One Yonge connections are complete.
