This is a strange one. They dug a lot, filled it all in, and then dumped off a big load of steel girders. You would think they would still be digging the foundation, not filling in what they dug out.

They likely dug out the old foundation as a part of the demolition, then backfilled to allow pile drivers to work. The steel girders are likely the piles.

I live a block away and the noise from the drilling is nightmarish. I can't even imagine what it must be like for the poor bastards living in the apartments pictured above.
 
At least the whole thing isnt wrapped in balconies. I was optimistic this was curtain wall but project end has made me less so.
