You can do QQ ROW east of Freeland to Parliament, as this is a given what will be built since it will be the same as the west. The Loop and Tunnel not close to meeting 30% design work at this time. Until the review is done for moving the Portal from Freeland to west of Yonge, can't do any design work with the report due my June. Waterfront Toronto would be happy to see Freeland to Parliament done first since this is the real construction zone for development.It has two real sections. The work on the loop at Union and the tunnel from Union to Queens Quay and the extension of the east-west track along Queens Quay to Parliament or Cherry. I suspect the plans for the track part are quite advanced so MAYBE it makes sense to do that first?
The extension from the Ex to Dufferin is at 30%, but could be held up until Metrolinx comes up with final design for the EX GO Station and tunnel.
With the rebuilding of the tracks on QQW from Dan Leckie to Bathurst due in the next few years, can bump up design work timetable to make that section like the rest of QQW. Also moving the Bathurst tracks to the west side in it own ROW as well rebuilt the Fleet intersection for the change of location of tracks.
I am sure there will be a push for the Line 2 extension, let alone Yonge and Ontario Line.
