I'm not. The market size for people willing to live above/adjacent to an under-maintained mall surrounded by parking and traffic can't be that big.
Wouldn't it be super convenient being able to walk to any of the mall's stores and services without even putting on a jacket? Why aren't apartments above malls more common?

They are in most places where malls are built into blocks because of less land being available, versus places with a ton of land for standalone buildings. Look at NYC, Montreal, Vancouver, Toronto, etc. Plenty of shopping centres with towers above. It is tough in places with suburban malls since you often have so much land to build as much housing next to the mall as you want.
