I’m going a random uneducated guess here. I think we tend to build with additional infrastructure in place (eg. Drainage, sewage, communication lines, track and road base etc.). Whereas in those pics and from what I’ve seen from other pics of European systems that use grass ROWs, they tend to be au natural with minimal added infrastructure; natural drainage, no beefed up track base, track laid down and basic simple streetcar-like cantenary strung up. Even their stops tend to be very basic with a stop pole and a concrete or paved pad. A legacy left over from old construction techniques.
