Maybe because it's an existing building it doesn't have to?
Well 130 Bloor W. had applications to the city, so I'm thinking it has something to do with the fact that they are not adding floors?

Shouldn't there be a city document that shows the drawings at least? When a company buys a property, and makes major changes, don't they need to submit an application?

The City has an online database of building permit applications. Go to http://app.toronto.ca/ApplicationStatus/setup.do?action=init and look up DUNDAS. The address is 33 Dundas East and there are MANY permits listed, not that they actually tell one much.

I don't think they'll let go of their iconic Nathan Philips Square location, that holds so many more people and has the amazing backdrop of the CityHall towers and Old City Hall off to the side.
If anything, they might hold a satellite party @ Dundas Sq.
Regarding the blueprints, I think I have them somewhere. I remember that there's this round room in the basement. I think it was converted into the control room for live productions.
