Is it possible to plant tree boulevards on roads like this? I think I saw Knack propose for neighbourhood renewals to look at adding boulevards where they aren’t yet. What would be required for that? Just dig up the asphalt and do normal planting? Or would it be super complicated with utilities/UG stuff?

For boulevard trees to "grow" you need either a wider boulevard so the roots can thrive or use soil cells. The City would need to come in an complete a bunch of work in order to facilitate this, not easy to just half ass it.

124 street is a good example the sidewalks need widening to accommodate the trees properly.
 
This is probably a good reason for those grass boulevards you often see in some older areas. I know how the City just loves to pour concrete over everything, but I don't think it is good for the trees.
