Don't conflate Tory being from old money vs. Ford's Nouveau Riche attitude to school as being in any way free of nepotism. Outside of Politics, Tory has really only ever held Jobs at his family company, or his family friends' company.

As far as Queen's Counsel, Daddy John A. Tory also held the title, and there's an awful lot of old boys club/backscratching that goes on with the issuing of such titles. John H.'s was awarded the same year he got his bar.
 
The Budget debate was start to set off as usual w/the Tory strategy of moving to debate the tax rate ahead of the spending. This is done in order to limit the ability to approve any additional program expenditures, because the revenues have been fixed at 'x' level.

However, the chamber is full (audience) and rowdy. Chair Nunziata has had to start things off with a 5M recess.

Why do I get the feeling the chamber will be cleared and proceedings done without an audience.

This is indeed what's being done. It seems its not going all that well since the 5-minute recess is now over 1/2 an hour. Of course, they turned the camera feed off for this bit.

It's still in recess based on everything on Twitter

Looking back on the video so far, I'd think that it's more likely a crime scene involving a member of the public, than a secret meeting
 
Council is resuming.

.... and now it's been recessed for 15 minutes after the crowd starts chanting for Tory to resign.

Looks like they'll (eventually) proceed with no audience in the chamber.

It's been the strategy since 2011 when Ford became mayor.
