This is what the water feature outside the natural pool at Borden Park currently looks like. This is only what, 5-6 years old?

Is there supposed to be fountains in there somewhere? Or just stagnant swamps? Isn’t this mirrored to what the actual pool is? Organic filtering of the pool water? Wonder what the water in there looks like now in this heat?
It was a fountain and garden, independent of the pools filtration system. It was a nice spot at one point, visited it once before when it was in working condition. Found these renderings of it.

Another good example of procurement being bizarrely delayed in this city. I get this is a relatively simple project but they're saying opening this year will be "weather permitting" -- or they could have procured and mobilized a contractor a month earlier and it'd be all but a guarantee. I really don't get the logic behind this.
 
Noticed these a few weeks ago while biking in Mackinnon ravine. Anybody know what they are? There is also a pole with a solar panel further on but nothing seemingly getting powered.
