Might look like Ed Gooch, but its by Start Architecture and they do a lot of institutional design. The guts of the building are definitely closer to what you would see in long term care facilities. There are actually four towers, similar to the ones you see in the picture you posted. Still, definitely odd exterior design. It should be a fairly big development, though.
Looks like that Gooch special on 116th St. $165M for this?

Yes, this building could be quite attractive if the exterior was fixed up.I'd cry happy tears if this were to ever go ahead (and work out).
