While I think the original question was mischievous or provocative; hopefully, so was the response. As we have found with other 'named' public buildings (Langevin, MacDonald, etc.), somebody somewhere will be offended. We seem to have gotten along just fine with naming it after its municipal address. All of these, including Rideau Hall, are informal anyway.
 
There is no safe historical figure to name it after. Even someone like Egerton Ryerson, who championed universal education for children in Ontario and fought definitively against the power of the Family Compact in Upper Canada, is tainted because of his involvement in conceptualizing (read: not implementation of) Residential Schools.

Better to name it after some native flower species or something.

If not for CERB, people would be going straight to EI.

The difference between EI and CERB equals the ability to make rent. Or do you think it would be better for the economy for renters to stop paying landlords en masse?
 
Yes, there will be consequences. But there will be consequences if we just leave people to figure it out on their own. Have you seen the long line-ups at US food banks etc?
