I think that proposal also works, although the petition numbers would have to be a percentage of the city population, rather than a fixed number, since we ideally want something that would function for Ontario cities in general. (That said, if we go by percentage, that works out to about 0.1% of the city population, which means the mechanism could be triggered in small towns by just a handful of signatures.)

Recalls are bad because special interest groups can sway the outcome. If you break the law, there needs to be an expedited process to convict politicians and kick them out of office. If you are just a shitty politician or you break your promises, the only workable remedy is the ballot box.

That's not true at the provincial or federal level, since one has the mechanism of non-confidence votes. It seems reasonable to me that if a large supermajority of councillors feel they can no longer work with a mayor, there should be some mechanism to trigger an election.

In Toronto's case the equivalent would be for the Executive Committee to resign en masse. If the mayor can't field a team then they would be backed into a corner. At that point they'd have no real option but to resign.

Lobbies have sway no matter what because they are not as limited to specified election periods. It just like politicians taking sides in a different level of government.

Alternatively, what legal mechanism would you propose that would be applicable in other cases but that would meet the severity criteria you have?

Council should have the option to pass a motion of no confidence thereby dissolving itself and calling for a new election. This will act as a check on councilors who would have to justify their position to the voting public. I doubt it would ever be pursued unless the situation was extreme, especially if there was a very specific motion council would have to pass (i.e. unlike the provincial or federal governments, budget votes &c. would not be confidence votes - an effort to accommodate the lack of official voting blocs on council).

Or we could just abolish council and replace it with a municipal parliament where the mayor is the councilor who can command a majority in the house. This wouldn't necessarily require political parties, as Nunavut and NWT seem to do fine without them. I don't particularly like a mayor who isn't elected city-wide though.
