Pot is less harmful and addictive than alcohol and tobacco. Not all drugs are the same and not all laws are just.

The person in charge of the city's police budget should not be doing illegal activities, especially one's that could be used to blackmail him.

That was addressed at the beginning. Because it's not a pecuniary interest, he can vote.

Conflict of Interest is only defined in the rules as a financial conflict, which this is not.
