Here's a building that could have used another five floors with larger units on top in an appropriate location.

Footings, limited parking, RCMI Storage, Condo storage units, subterranean mechanical rooms, ventilation shafts, etc.

There are any number of underground elements to any building project. The limited size of the site means that Tribute simply has to dig deeper to accommodate them.

Common people, even if nothing was under ground a 42 storey building foundation cannot sit on sand, you need to go to bedrock with foundations and column supports.
