It’s probably pretty derelict inside and not worth the effort/money considering the retail market downtown isn't too hot at the moment

Yes, obviously the downtown retail market is not hot now and there is a lot better space available. The fact that it may be torn down in a couple years or so would make it even less desirable for most tenants.
