Curious.............why the hell should Harper commit to $400 million for BD extension when it gave Toronto $300 million 4 years ago for Sheppard and they haven't even got around to spending one dime of it yet?
Canada hasn't given (much) funding yet for Sheppard - not sure how much they gave for the grade separation and vehicle contracts. The rest hasn't been passed along yet. It's not like Ottawa is out of pocket with this cash - they know the time frame for expenditure, and can fund other things in the meantime.

The federal government will have to pay for repairs to a couple of their naval ships. Wonder how much of the millions committed to transit would be diverted to that repair?

After all, Canada might get invaded from the islands of St. Pierre and Miquelon. We need protection.

Canada had the money just sitting there and was about to be used until Sheppard was cancelled. It's not the feds fault that Toronto couldn't get it's act together. Some will blame that on Ford but that is a copout. One thing both Miller and Ford agreed upon, whether subway or LRT, is that the section from DM to Consumers should be buried so why wasn't it done?

Transit projects will go into long-term debt, making a good chunk of those payments time adjusted.

The ship repairs may or may not be considered capital, and if they are, will be over a different timeframe (remaining lifespan of the ship versus 30 year for lifespan of the new transit).
 
Metrolinx has stated they are working on fare integration for the region.

for the GTHA to identify ways to improve travel across city and regional boundaries.
The two-year work program began this summer with a jurisdictional review of global
practices and an assessment of GTHA needs and opportunities. These analyses
will provide the foundation for building the policy framework for FISC in 2014 and
developing specific implementation approaches by 2015

It's nothing that will have a short term effect, it's a new 'process' so to speak, which will facilitate decision-making and inject some urgency back into the debate. Some details are pretty exciting, though I don't know if they'll go into detail at the presentation - if it indeed happens tomorrow.
