is phase 2 lighting the underside of the bridge an the TTC tracks?

I saw the Bloor Viaduct lights from underneath last week at night and it did seem a lot brighter. It was running the red-white scheme that night.

After driving under it a few times it doesn't seem any brighter but when you drive on the bridge it does seem a lot brighter than it used to be.

Is it possible some colours are much brighter than others as an installation-specific quirk?

The blue scheme versus red scheme? Red is still relatively dim on the CN tower (more similar to blue brightness) but maybe the red LED is much brighter relative to blue for the Prince Edward Viaduct? Relative color brightness of different brands of LEDs do vary a lot...
