Bellwoods operates a 21 day program under OHIP (although they recommend longer). Detox is usually 48 to 72 hours with medical supervision/meds.

I doubt that's the case for elected officials.
Besides - worst case scenario even if you're right - you give him some severance and tell him to get lost.

I also wonder what the implications are of him not specifying his treatment program, in regards to this. For alcoholism to be a "valid medical condition" wouldn't a health care professional have to sign off on it as a diagnosis? I.e., I assume to invoke employment laws you have to follow an above-board protocol, not slip away to a spa for a month.

The addiction specialist they had on CP24 was saying how it's a band-aid, and that when he went in to rehab himself, he initially went for 30 days, but found that he actually wanted to get straight, and so he stayed for 6 months to do so, followed by about 12 years of counselling.
I can't see RoFo doing anything close to that amount of time. How long did he spend on his weight loss thing, or his "professional help" gym training?

If employment law applied strictly to elected officials and superseded the general rules around holding office then an election loss would be illegal. Wrongful termination and all that. So clearly the "process" outweighs the employment law considerations that you're speaking about.
Don't show up for 3 months... your seat is vacated. Pretty clear really.
Edit: Although in fairness I'd be interested in hearing opinions from someone who actually knows about this stuff. Admittedly I'm just talking smack on the internet.

Long-term disability plans are strictly controlled, because they are insured plans. That is, an insurance company is on the hook to run the program efficiently. To be on LTD you'd need to satisfy the insurance company that your alcoholism was a valid condition and that you were getting ongoing treatment under the care of an appropriate doctor. Don't know the city's rules, but most LTD plans don't kick in until you've been off work for 3-6 months. You go on short-term disability leave first.

If someone is absent from a council meeting you'll see a councillor stand up and table a motion excusing that particular person's absence. Council votes on it and they carry on. One would assume that a councillor will do such a thing in the upcoming meetings and it's more likely than not that council will vote unanimously to excuse the mayor from the meeting (as they do every time someone is absent). Therefore, the missed 3 meetings and you're gone point is moot if he's being excused every time.

There are people on the streets who could really use free treatment. The rich Ford family are not those people.

I agree with you on the "missing three meetings" aspect of it. That seems reasonable and nobody wants to be the bad guy right now. But the other stipulation is that you can't be absent for three months. So do you think that council would be willing to tolerate that kind of absence?
I suspect they would not and they'd then take the opportunity to force him out. But who knows I guess.
