The best Ford Fiefdom could have managed back then would have been The City of Etobicoke. They would have been just one of the six mayors of six cities elected by constiuents.
The most senior political figure was elected only by the members of Council.
There is no way the members of Council would have elected Rob or Doug as their Chairman.

That's a great story. With respect to the Ford parody artwork, I've always assumed that people are just complimenting the artwork more so than questioning its authenticity. On the other hand, I've come to realize that when the Fords are involved, outrageous artwork is far more likely to be mistaken for an actual photograph.
